The Management Plan is the strategic tool provided for by the UNESCO Operational Guidelines to ensure the protection, conservation, and enhancement of the Historic Center of Naples, inscribed on the World Heritage List since 1995.
It is a programmatic and operational document that:
defines objectives and actions to preserve the Outstanding Universal Value recognized in the site;
• coordinates policies and interventions between the municipality, public bodies, cultural institutions, and the local community;
• ensures constant monitoring of the state of conservation;
• promotes sustainable use and active participation by citizens.
The Plan is open and updatable: it can be modified at any time to adapt to the new needs and conditions of the historic center, always maintaining the preservation of tangible and intangible heritage as a priority.
The plan is divided into three main parts:
Part A – Fundamentals, analysis, and projects
This part contains the strategic vision, context analysis, and projects that translate methodological choices for protection and enhancement into concrete actions.
Part B – Further information
This part brings together studies, research, and detailed data that support and expand on the contents of Part A.
Part C – Appendices
This part includes reference documents, maps, technical data sheets, and materials that are useful for reading the entire Plan independently.

In November last year, the Municipality initiated procedures for the drafting of the new Management Plan for the Historic Center, replacing the previous one, which dates back to 2011. To this end, two bodies were established. The first is the Technical-Scientific Committee, which includes, together with the leaders of the Municipality, representatives of the Superintendence of Archaeology, Fine Arts and Landscape of Naples, the Curia, the State Property Office, the city’s universities and the Academy of Fine Arts, as well as international organizations and national and local associations. Another body is the Steering Committee, made up of the relevant municipal offices, the UNESCO office of the Ministry of Culture, the Campania Region, the State Property Office, the Curia, and the UNESCO Permanent Observatory for the Historic Center of Naples. Municipalities 1, 2, 3, and 4, which are located within the UNESCO site, also collaborate in the activities.
During the meeting, the actions already undertaken by the municipal administration were illustrated, such as the redevelopment and repurposing of the Real Albergo dei Poveri, the introduction of restrictions on the opening of new food and beverage businesses within the historic center, the monitoring of short-term rentals and activities related to tourism, and the creation of a new regulatory framework for the management of the historic center. beverage businesses within the historic center, the monitoring of short-term rentals and B& b activities, the signing of a memorandum of understanding with the Public Prosecutor’s Office of Naples and the Superintendency for the shared and transparent management of archaeological, artistic, and historical assets owned by the Municipality of Naples, and the program for the extraordinary opening of some churches of particular value. To update the Management Plan for the Historic Center of Naples – UNESCO Site, the City Council launched a participatory process open to citizens, associations, institutions, and local operators.
This process, called “Naples Listens,” consisted of a series of listening marathons: public meetings designed to gather ideas, proposals, and suggestions useful for defining new strategies for protection and enhancement.
First listening marathon
The Municipality met with over thirty local associations in the Sala del Lazzaretto dell’Ospedale della Pace to begin discussions on the new Management Plan.
The meeting was attended by the Mayor, representatives of the Public Prosecutor’s Office, the Ministry of Culture, the Superintendency, the Curia, the Universities, and the Academy of Fine Arts.

In this stage, the focus shifted to participatory democracy and the active involvement of citizens.

The meeting made it possible to:
• take stock of the proposals that emerged in previous meetings;
• define priorities for action;

Per raccogliere il contributo di quanti vivono nell’area oggetto di particolare tutela, il Comune di Napoli ha organizzato questo pomeriggio un momento di ascolto e confronto, che si è tenuto nella Sala del Lazzaretto dell’Ospedale della Pace. All’iniziativa sono intervenuti il sindaco Gaetano Manfredi, la vicesindaca Laura Lieto, il procuratore aggiunto della Procura presso il Tribunale di Napoli Pierpaolo Filippelli, Luciano Schifone, consigliere del Ministro della Cultura, il presidente del Comitato Tecnico-Scientifico per la redazione del nuovo Piano di Gestione del Centro Storico Alessandro Castagnaro e il presidente dell’Osservatorio permanente per il Centro Storico di Napoli – sito Unesco Gennaro Rispoli. I lavori sono stati moderati da Maria Grazia Falciatore, Capo di Gabinetto del Sindaco e site manager per il Centro Storico Unesco. Trenta le associazioni che hanno manifestato la volontà di prendere parte a questo percorso di condivisione di misure e obiettivi di tutela dell’area.
